The Guardian is relaunching its Cutswatch service, which asks a simple question - how is the government's determination to cut the budget deficit impacting on local public services and the people who rely on them?

£250k Leeds community centre project put on hold
This week, members of the Richmond Hill Forum were told that a £250,000 project to refurbish and extend Richmond Hill Community Centre in inner city East Leeds had been put on hold.
The improvements would have seen a comprehensive revamp of the centre insde and out and provide new services to the community.
A spokeswoman for Leeds council said:
"The council is currently holding a spending review, and the refurbishment of Richmond Hill Community Centre is one of the projects being considered. A final decision is expected later this month."
Also this week it was revealed that the budget to tackle potholes and the city's crumbling roads was facing cuts.
The future of the city's civic newspaper is also under review - and, following a mention at the city development scrutiny board on Tuesday, the Guardian understands that it could be reduced to being circulated to twice a year instead of quarterly. The move wil save more than £100,000.
