A senior constable and police dog travelling in the car were not injured.
Two 15-year-olds, one 16-year-old and one 20-year-old were arrested at a home in Toongabbie on Tuesday afternoon and taken to Mt Druitt Police Station.
One of the 15-year-old boys was charged with 13 offences, including predatory driving, aggravated breaking and entering, driving dangerously and never being licensed to drive a vehicle.
He was refused bail to appear before a children's court on Wednesday.
The 20-year-old man was charged with eight offences, including aggravated breaking and entering to commit a serious indictable offence, driving recklessly, not stopping in a police pursuit and fraud.
He was refused bail to appear before Blacktown Local Court on the same day.
