Teenager could be locked up if he sets foot in Liverpool neighbourhood he tormented

This teenager who has "persistently" brought misery to a Liverpool neighbourhood could be locked up if he sets foot there again.

Ben Owens, 15, (pictured) from Kensington has been slapped with a two year Criminal Behaviour Order (CBO) after being behind what police term "various criminal activity" in and around Kirkdale .

Police hope the L4 and L5 area has now seen the back of the teen offender who was convicted of possession of a controlled drug which led to the CBO hearing and subsequent order.

The two year CBO which came into force on Thursday, May 16 bans him from setting foot in parts of Kirkdale - namely:

  • By Westminster Road at the junction with A5038 Melrose Road
  • South along Melrose Road into A5038 Commercial Road to the junction with Lambeth Road
  • East along Lambeth Road to the junction of Westminster Road and north along Westminster Road returning to the junction of Melrose Road
  • He is also banned from associating with two named individuals

Any breach of these conditions will result in further action being taken.

Failure to comply to CBOs is a criminal offence and could see under 18s locked up in a young offenders institute, but punishment is at the discretion of the court.

Inspector Graeme Rooney stated: "Criminal Behaviour Orders (CBO) are one of many tools available to us to tackle ongoing crime across Merseyside.

"We hope that by issuing this CBO, the wider community remain reassured that we’ll deal with anyone causing them distress in the hope to minimise crime being committed in their neighbourhood.

"On this occasion, this young person does not live in Kirkdale and therefore has no requirement to associate there."

He added: "We’ve found Criminal Behavioural Orders to be an extremely effective way of tackling persistent offenders whose antisocial behaviour can often cause major upset and disruption.


“Therefore, these orders aim to improve the life of people living and working in the area by ensuring that should Owens breach the terms of his order, action will be taken against him. With the public’s help we’ll continue taking positive steps to make our city a safer place to live, work and visit.”
