China vows to accelerate tech self-reliance

China has placed high-level technological self-reliance and self-strengthening at the heart of its national strategy to spearhead the development of “new quality productive forces,” according to a communique released after a key Communist Party meeting. The statement, issued Thursday, followed the conclusion of a plenary session of the party’s Central Committee, held in Beijing from Monday to Thursday. The plenum outlined technological self-reliance and self-strengthening as one of the main objectives for the country’s 15th Five-Year Plan (2026–2030), alongside achieving notable progress in high-quality development.

The renewed emphasis on homegrown innovation underscores Beijing’s strategy to navigate an increasingly complex global landscape, particularly amid fierce technological competition with the U.S.

Nexperia China opposes Dutch interference

Nexperia (China) Co. Ltd. on Oct. 23 accused the current management of its Dutch parent company of interfering with its business. In a letter to customers published on its official WeChat account, the Chinese entity said the Dutch management was attempting to disrupt its normal operations by sending messages to clients that questioned the company’s product compliance, quality standards, and technical capabilities, thereby interfering with their purchasing decisions. Nexperia China stated that its production and operations are proceeding in an orderly manner and that it will take all legal measures to protect its rights and interests.

On the same day, Nexperia China also declared that the Dutch headquarters’ unilateral dismissal of Zhang Qiuming, vice president of global sales and marketing, is not legally effective within China. The company said Zhang will continue in his role with full authority over global sales, including in China, as well as customer relations, supply chain coordination, and daily operational decisions.

Intel returns to profit in third quarter

Intel Corp. posted a net profit of $1 billion on a non-GAAP basis for the third quarter of 2025, a significant turnaround from a $2 billion net loss in the same period a year ago. In its earnings report released on Oct. 23 U.S. time, the chipmaker said revenue for the quarter rose 3% year-on-year to $13.7 billion.

Unmanned delivery firm Neolix raises over $600 million

Autonomous-delivery vehicle maker Neolix has completed a Series D financing round of over $600 million, marking the largest private fundraising in China’s autonomous driving sector in recent years, the company announced on Oct. 23. The round was led by UAE-based Stone Venture, with co-lead investors including Gaocheng Capital, Trustar Capital, CDH VGC, SparkEdge Capital, Beijing Artificial Intelligence Industry Investment Fund, and a major internet company, Neolix said in a statement.

Brazilian court rules against Didi’s 99Food in antitrust case

A court in São Paulo has issued a first-instance ruling against Didi’s Brazilian food delivery business, 99Food, in an antitrust lawsuit filed by rival Keeta, Meituan’s overseas platform. The court ruled that 99Food is prohibited from binding merchants to exclusivity agreements that prevent them from partnering with Keeta.

OpenAI’s Stargate supercomputer project picks Wisconsin site

U.S. data center provider Vantage Data Centers announced on Oct. 23 that it is partnering with OpenAI Inc. and Oracle Corp. to develop a data center campus in Wisconsin. The campus will be one of the locations for OpenAI’s Stargate supercomputer expansion plan.

ByteDance unveils 3D generative AI model

ByteDance Inc.’s Seed team on Oct. 23 launched Seed3D 1.0, a generative large model that can create high-quality, simulation-grade 3D models from a single image. The team said the model is based on a Diffusion Transformer architecture and has been trained on large-scale data to generate complete 3D models, including detailed geometry and realistic textures.

Kuaishou releases AI-programming product suite

Kuaishou Technology’s StreamLake division on Oct. 23 officially launched an AI-programming product suite consisting of tools, models, and a platform. The suite includes the CodeFlicker smart development tool, several self-developed KAT-Coder large models, and the KuaiShou Wanqing large model platform.
