Tech Brief (March 13): China Plans to Accelerate AI Legislation

Cambricon swings to profit

Cambricon Technologies Corp. Ltd. reported a net profit of 2.1 billion yuan ($306 million) for 2025, rebounding from a net loss of 452 million yuan in 2024, according to its annual report released Thursday. Revenue surged 453.2% year-on-year to 6.5 billion yuan. The artificial intelligence chipmaker plans to distribute a cash dividend of 15 yuan per 10 shares and issue 4.9 additional shares for every 10 shares held by shareholders, using its capital reserve.

AIsphere secures $300 million

AIsphere, an AI video generation startup, announced Thursday the completion of a $300 million Series C funding round. The round was led by CDH Investments’ Hong Kong fund, CDH VGC, and CDH Baifu, with participation from entities including China Ruyi Holdings Ltd., 37 Interactive Entertainment Network Technology Group Co. Ltd. and E-Town Capital. The proceeds will be used to continuously iterate its video foundation models, research real-time world models and build a global talent team.

China to accelerate AI legislation

China will accelerate research and promotion of legislation in fields such as AI and the low-altitude economy this year, Minister of Justice He Rong said Thursday during the fourth session of the 14th National People’s Congress. The government’s legislative work will focus on promoting technological innovation while mitigating risks and balancing development with security. Plans also include revising the road traffic safety law and formulating airspace management regulations.

OpenClaw poses industrial application risks

The National Industrial Information Security Development Research Center issued a risk warning regarding the application of OpenClaw in the industrial sector on Thursday. While the AI agent is seeing accelerated deployment in industrial research and development, manufacturing and operational management, its characteristics such as blurred trust boundaries and flexible multi-channel accesses could lead to severe security risks. Without robust permission controls and security audits, malicious takeovers via prompt injection or supply chain poisoning could result in the loss of control over industrial control systems and the leakage of sensitive information.

Long March 12B rocket scheduled for 2026 maiden flight

The Long March 12B rocket is scheduled to make its maiden flight from the Jiuquan Satellite Launch Center in the first half of 2026, Caixin has learned from China Aerospace Science and Technology Corp. Commercial Rocket Co. Ltd. The new-generation, 4-meter-diameter reusable rocket is designed to meet commercial launch demands, including low-Earth orbit satellite constellation networking. It utilizes a two-stage configuration powered by liquid oxygen and kerosene, with a carrying capacity of about 20 tons to low-Earth orbit.

Hyperbola-3 plans maiden flight by year-end

Interstellar Glory Aerospace Science and Technology Co. Ltd., also known as i-Space, plans to conduct the maiden flight and recovery test of its medium-to-large liquid oxygen-methane rocket, Hyperbola-3, by the end of this year at the Hainan Commercial Spacecraft Launch Site, Deputy General Manager Xie Hongjun told Caixin at a commercial aerospace conference Thursday. The flight will employ an offshore recovery plan under the flight path, saving fuel compared to a land-based recovery.
