Tasmania intends to reopen to NSW on November 6, removing the need for those from the mainland state to quarantine.
Premier Peter Gutwein said on Tuesday a final decision will still be subject to public health advice.
He said NSW was on top of coronavirus and at this stage "looks very safe for their population size".
Tasmania opened on Monday to low-risk jurisdictions Queensland, South Australia, Western Australia, and the Northern Territory and ACT, plus New Zealand.
Mr Gutwein said a tentative date for reopening to Victoria was December 1, depending how their COVID-19 numbers track.
The island state was the first Australian jurisdiction to close its borders in March and has gone more than 70 days since recording a case.
About 600 people arrived by plane on Monday, Mr Gutwein said, and none had virus symptoms.
All arrivals have their temperature checked and anyone with symptoms must have a test and enter quarantine until the result comes back.
The first passengers on the Spirit of Tasmania Bass Strait ferry service arrived at Devonport in the state's north on Tuesday.
