Health board chiefs are still trying to find £500,000 to extend the busy staff car park at Swansea's Singleton Hospital.
They secured planning permission in July, 2018, to create an extra 69 spaces at a disused area of land to the west of the car park, although eight existing spaces would be lost.
Speaking at the time, the health board said it wanted to do the work as quickly as possible, subject to funding being identified.
The car park beside Sketty Lane fills up rapidly in the mornings, with some staff unable to find a space.
Some staff park on a lane running along the car park's northern boundary but it now has double yellow lines.
Asked for an update, Swansea Bay University Health Board's assistant director of capital strategy, Simon Davies said it was still trying to identify funding.
"We are due to meet a sustainable travel consultant next month to discuss potential initiatives to minimise traffic coming into our hospitals," said Mr Davies.
"There are no firm proposals at this stage. Any and all options that may be open to the health board will be considered."
Patients and their families use a different car park, south of the 550-bed hospital.
The planning consent from Swansea Council came with conditions, including disabled parking provision and the submission of a satisfactory drainage scheme and tree protection plan.
