Survivors call for Beaumaris abuse inquiry to widen

There are calls for an inquiry into historical child sex abuse at certain Victorian government schools to be expanded to every state school.

A board of inquiry is examining abuse at Beaumaris Primary and 23 other schools, with a final report due to be handed down in February.

The National Survivors' Day committee on Tuesday called for the probe's terms of reference to be expanded, saying that narrowing the scope to only a select number of schools had done a disservice to the broader survivor community.

There are now two classes of survivors, those who have had their stories heard and those who have not, they said.

It comes a day after the Victorian government delayed an apology to victims of historical abuse and neglect in the state's institutional care system.

Premier Jacinta Allan was scheduled to delivery the apology in parliament on Wednesday to survivors of abuse and neglect from the state's institutional care system.

However, that will now take place on February 8 so care leavers, organisations and advocates have more time to prepare.

The National Survivors' Day committee said the apology delay provided a chance to ensure the voices and experiences of all abuse survivors can be heard and recognised.

"Justice and recognition should not merely be determined by a survivor's postcode," they said in a statement.

A separate apology has been promised to students abused at Beaumaris Primary School in Melbourne's southeast and others from the 1960s until 1999.

A public memorial acknowledging historical child sex abuse is also under consideration.

Ms Allan said the government would consider any further requests to broaden the Beaumaris investigation that come directly from the inquiry, but no formal requests have been received.
