Supermarket giant unveils plans for new northside group centre

Woolworths will build nearly 100 new homes in Moncrieff if its plans for a new shopping centre are approved by the planning authority.

The shopping centre, which would sit between O'Keefe Avenue, Mirrabei Drive and Horse Park Avenue, would be the first major supermarket in north Gungahlin.

The next nearest supermarket is about five kilometres away at the Gungahlin town centre.

The supermarket giant won the tender for the site, which will become the Moncrieff Group Centre, in mid-2025. Construction on Moncrieff itself only started in 2014.

The development application was submitted earlier this month, and includes a retail space for a Woolworths shopfront, as well as space for a number of specialty retail spaces and 94 new homes.

Public consultation on the plan ends on Wednesday, July 8.

The development application includes plans for a two-storey retail space, with 2500 square metres set aside for a Woolworths store.

Another 1327 square metres have been planned for specialty retail stores, and another 153 square metres for commercial use.

There would also be space for a large health facility and an indoor sports facility.

The basement level would include 238 car parks for shoppers, 10 of which would be equipped with EV charging stations. Another 41 would be "EV ready", according to the development application.

In a vision statement submitted to the planning authority with the development application, Woolworths said it intended to build public spaces that "support a range of activities, encourage people to linger and define a strong place identity" in the group centre.

To achieve this, it would build a "network" of connected public spaces, including outdoor dining and entertainment spaces and a nature-based play area, according to the development application.

A "robust tree canopy and native planting palette" is planned to reinforce the connection to the surrounding landscape while providing shade and cooling.

In addition to the retail space, the application includes plans for 42 new apartments, built across a five-storey building behind the retail space.

It will include 12 one-bedroom apartments, 26 two-bedroom apartments and four three-bedroom apartments. Of those, 16 will be affordable and six will be adaptable.

The plans include 66 undercroft car parks for the apartment residences, 42 of which will be EV ready.

Another 52 dwellings will be built as two- and three-storey townhouses to the side of the retail space.

The townhouses will include five two-bedroom homes, 46 three-bedroom homes and one four-bedroom home.

All the townhouses will have a detached garage which will all be EV ready.

A total of 91.5 per cent of the homes will receive at least three hours of direct sunlight on the winter solstice.

"As Moncrieff continues to grow, this development aims to support a thriving, connected and accessible community by providing improved services and amenities for the local community," a Woolworths spokesperson said.

"We'll continue to work closely with the ACT government and our development partners to deliver the project, and we look forward to re-engaging with residents as part of our ongoing community consultation."
