Disappointed Scotland boss Steve Clarke blasted referee Vitor Ferreira after a costly late free-kick decision teed up the Netherland's equaliser.
Jack Hendry and Kevin Nisbet put Scotland in front twice but Memphis Depay's double denied the makeshift Scots a morale-boosting win.
The pair struck in either half as Scotland looked to be set for a first victory over the Dutch in 18 years but Depay struck a brilliant last-gasp free kick past Craig Gordon at his near post.
However the Lyon man's curling effort in the closing stages came after a foul was awarded against Celtic loanee Hendry on Depay.
The Hampden boss didn't hold back on whistler Vitor Ferreira in his post-match as he took aim at the costly call.
Clarke told Sky Sports: "There were lots of really good things out of the game. Disappointed not to win it to be honest.
"I don't like talking too much about the referees but the decision to award the free-kick was embarrassing.
"Listen, performance is more important than refereeing decisions tonight.
"It would have been nice to come away with a win but it was all about the performance.
"That is what we spoke about this week in training. We spoke about putting on a good performance. We thought with a good performance a good result would follow, and a draw against the Dutch is a good result.
"It could have been better, but the referee decided that wouldn't be the case."
