Stephen Donnelly explains how hotel quarantine will actually work amid confusion

Mandatory hotel quarantine will finally come into force on Friday - almost a year after it was first suggested by the National Public Health Emergency Team.

But the new measures had left many confused, with questions ranging from how much a stay would cost to how the rules would actually be implemented.

People arriving from 33 designated states will be forced to isolate in a set hotel for between 10 and 14 days, at a rough price of €1,875.

Once a person touches down in Ireland from a "Category 2 State", they will first be told to remain on the plane before being greeted by border management in a separate section of the airport.

From there they will have to complete some paperwork, before being brought by officials to collect their bags and brought directly to their quarantine facility.  

Health Minister Stephen Donnelly told RTE's Morning Ireland that the Defence Forces, who will be the State's liason officers, will oversee the process of transportation.

He added that members will escort the bus as opposed to driving it, while the day-to-day running of the facilities will be provided by the Tifco Hotel Group.

But the Defence Forces will not be involved in security at the facilities, with that purpose also falling on the hotel group.

Gardai will be available "at the point of escalation" in response to any incidents, such as a person leaving their hotel.

People will be allowed to leave their hotel room at three periods during the day for fresh air once they have a negative PCR test. They will be accompanied by staff in these instances. 

The mandatory hotel quarantine will come into force on Friday morning, with people having to book their stay here.

While it costs €1,875 for 12 nights for those arriving from Category 2 countries, anyone who arrives from another State without a negative PCR test will be forced to stay in a facility at a cost of €150 per night.

Anyone arriving from a non-designated country without a negative PCR test will be allowed to home quarantine once they get the all clear.

Passengers will be required to complete 14 days of mandatory hotel quarantine at a designated facility, but this could be reduced if a passenger receives a negative Covid test after 10 days.
