The government has used up almost 30% of the semi-fiscal budget for fiscal 2019, says a Finance Ministry source who requested anonymity.
Some 28% of the semi-fiscal budget has been used, close to the 30% ceiling, the source said.
The administration adopted a semi-fiscal budget approach for fiscal 2019, partly due to the March 24 election and the government remaining in a transitional period.
The government has set a budget of 3 trillion baht for fiscal 2019, increasing to 3.2 trillion for fiscal 2020.
The use of the semi-fiscal budget or borrowing money from state-owned financial institutions for public expenditure played an important role in past fiscal disbursement.
A dramatic increase in the use of the semi-fiscal budget has raised concerns over the government's fiscal discipline.
The 2018 Fiscal Responsibility Act stipulated that the Fiscal Discipline Committee determine the proportion of important budget expenditure.
Setting the ratio of semi-fiscal budget to be no more than 30% might be considered relatively high, but the 30% ceiling is a collective expenditure of the past semi-fiscal budgets, therefore this makes the room for spending such budget to be reduced accordingly, the source said.
