Standing committee to examine proposals on service rules

The State Government has constituted a standing committee of senior officers to critically examine recommendations for exemption/relaxation of various service rules proposed by different departments.

The standing committee would examine proposals related to relaxation of minimum service/qualifications for promotion, relaxation of eligibility criteria for compassionate appointment and relaxation of medical claims. The committee would also verify proposals for relaxation of rules in respect of inter district/inter zonal transfers, relaxation of rules with regard to postings in native districts and sub-divisions and proposals for engagement/appointment of retired officers.

The decision follows the receipt of a large number of proposals from various departments seeking relaxation of rules. Chief Secretary Somesh Kumar said, in the orders issued recently, that relaxation and exemption to rules should be considered only in the rarest of the rare cases depending on the circumstances of the case and not as a matter of routine. “In order to ensure consistency and uniformity in decision making, it is decided that a standing committee of senior officers be constituted for critically examining recommendations proposed by different departments duly keeping the justification and facts of the case,” the Chief Secretary said.

The standing committee would accordingly meet on a fixed date every fortnight as decided by the chairman. All proposals should be sent to the convener in the check list as prescribed along with a brief note on justification in seven sets for placing before the standing committee at least one week ahead of the meeting date.

The secretary/principal secretary of the department proposing relaxation should be invited to the meeting as special invitee for presenting the proposal to the standing committee. The cases where exemption/relaxations had been recommended by the standing committee should be submitted to the secretary of the administrative department to the Minister concerned and orders should be issued accordingly. The cases where the standing committee had not recommended relaxations/exemption stand rejected.
