‘Solution identified’ to stop PC Harper’s killers walking free early

  • “A solution has been identified” to stop PC Andrew Harper’s killers from walking free from prison early, Housing Minister Sally Jameson has suggested.
  • Communities Secretary Angela Rayner says the government will set out details of the plan when Parliament returns in September.
  • Jessie Cole and Albert Bowers, who were sentenced to 13 years for manslaughter in 2020 following PC Harper's death in 2019, are currently due for early release in January.
  • Downing Street previously said that it was not possible to exclude individual offenders, but said it was reviewing options following public outcry and a petition signed by over 880,000 people.
  • The early release scheme, part of measures to tackle prison overcrowding, currently excludes those convicted of rape, serious child sex offences, and grooming.
