Solar panel grants in Scotland: What funding is available in 2026?

Scottish homeowners cannot currently apply for a government grant specifically to install standard solar panels. However, some low-income or vulnerable households may be able to receive solar panels through targeted energy-efficiency schemes. Although the upfront cost of solar panels will still need to be met by most homeowners, schemes including the Energy Company Obligation and Warmer Homes Scotland may cover improvements for eligible households. Zero-rated VAT can also reduce the installation cost, while the Smart Export Guarantee allows solar panel owners to earn money from surplus electricity.

Are solar panel grants available in Scotland?

The Scottish government offers homeowners grants and interest-free loans through the Home Energy Scotland Grant and Loan scheme, but standard solar photovoltaic panels aren’t among the principal improvements currently funded.

The scheme instead focuses mainly on clean heating systems, such as heat pumps, and energy-efficiency measures such as insulation. Grants of up to £7,500 are available for eligible clean heating systems, with a separate maximum of £7,500 towards energy-efficiency improvements. Rural and island households may qualify for additional funding.

This means most Scottish homeowners wanting to install conventional solar panels will need to pay for the system themselves. However, targeted help may be available if the household is on a low income, vulnerable to high energy costs or living in a particularly inefficient property.

Does the Warm Homes Plan cover Scotland?

The UK Government’s Warm Homes Plan includes funding for solar panels, batteries, insulation and low-carbon heating, but its main household grant schemes do not generally extend to homes in Scotland.

For example, the Warm Homes: Local Grant is available only in England. Scottish households instead need to look to schemes administered by the Scottish Government, energy suppliers or local councils, including Home Energy Scotland, Warmer Homes Scotland and ECO4.

The plan could still influence wider UK energy policy and future funding, but it does not currently provide Scottish homeowners with a new, generally available solar panel grant.

Could ECO4 pay for solar panels in Scotland?

Some households may be able to receive solar panels through the Energy Company Obligation, commonly known as ECO4.

ECO4 places a legal obligation on larger energy suppliers to fund improvements in low-income, fuel-poor and vulnerable households across the UK. Following an extension earlier this year, the current scheme will run until 31 December 2026.

Solar panels can be installed under ECO4, but they are not offered as a universal standalone measure. The programme takes a whole-house approach, with an assessor deciding which combination of upgrades would reduce the property’s heating costs and improve its energy performance.

Solar PV is therefore most likely to be considered where it can help power an eligible electric heating system. Other measures, such as insulation, electric storage heating or a heat pump, may be installed as part of the same package.

Some homes may qualify through certain means-tested benefits or through ECO4 Flex. According to Ofgem’s guidance for homeowners and tenants, ECO4 Flex can include households with a combined gross annual income below £31,000. People with certain severe or long-term health conditions that are made worse by living in a cold home may also qualify.

However, meeting the eligibility criteria doesn’t guarantee that solar panels or any other measures will be installed. An energy supplier must agree to fund the work, and a retrofit assessment will determine which improvements are suitable.

Can you get solar panels through Warmer Homes Scotland?

Warmer Homes Scotland provides support worth £10,000 or more to eligible households struggling to heat their homes and keep up with energy bills.

The programme is open to qualifying homeowners and private tenants and can cover measures such as insulation, central heating, and, in some cases, a home renewable energy system. The exact improvements offered depend on an assessment of the property, so applicants cannot simply choose to receive solar panels.

Applicants generally need to live in a home with a poor energy rating and meet additional criteria, such as receiving an eligible benefit. Private tenants will also need their landlord’s permission before work can be carried out.

Other financial help with solar panels in Scotland

Even when a homeowner doesn’t qualify for a grant, two UK-wide incentives can help reduce the cost or improve the financial return from solar panels.

Zero per cent VAT

Professionally installed residential solar panels currently benefit from zero-rated VAT. According to HMRC, the temporary zero rate applies until 31 March 2027, after which qualifying installations are due to return to the reduced VAT rate of 5 per cent.

The installer should apply the correct VAT rate automatically, meaning homeowners don’t need to submit a separate grant application or reclaim the tax afterwards.

Smart Export Guarantee

The Smart Export Guarantee requires participating electricity suppliers to pay eligible households for renewable electricity exported to the grid.

The amount paid varies between suppliers, which set their own tariff rates, contract terms and eligibility conditions. Households generally need an export-capable smart meter and an appropriately certified solar installation.

It’s important to note that the Smart Export Guarantee doesn’t reduce the initial price of installing solar panels, but the payments can help shorten the system’s payback period.

How to apply for solar panel funding in Scotland

You should start by contacting Home Energy Scotland, which provides free and impartial advice and can identify grants, loans and local support for which they may be eligible.

It’s also worth checking the property’s Energy Performance Certificate and asking the local council whether it participates in ECO4 Flex.

Homeowners should be cautious about companies advertising guaranteed “free solar panels”. Home Energy Scotland recommends checking that funding offers are legitimate, comparing three installer quotes and using appropriately accredited tradespeople before agreeing to any work.

For most Scottish households, there is no general solar panel grant available in 2026. But targeted support through ECO4 or Warmer Homes Scotland could help qualifying households, while zero-rated VAT and Smart Export Guarantee payments can make a self-funded installation more affordable.
