
The tripartite summit in Sochi failed to bring the viewpoints of Russia, Turkey and Iran closer on the situation in the Syrian province of Idlib and Turkish plans for a buffer zone along the border with Syria.
Although discussions on the two issues were adjourned until the next meeting among the three countries' presidents in Turkey next month, there was an accord on Thursday on the establishment of a constitutional committee.
The three leaders also raised doubt on the US intention to withdraw forces from Syria.
Russian President Vladimir Putin said that the US pullout from Syria "would be a positive step”, where ultimately the legitimate government should reestablish control. "I suggest considering concrete practical steps Russia, Turkey, and Iran might take for the complete elimination of this hotbed of terrorism."
Iranian President Hassan Rouhani said the summit was within the framework of the Astana process and the common goal of Iran, Russia, and Turkey is a stern campaign against terrorism, restoration of stability and security to Syria, redrafting of a new Constitution, consolidation of a democratic government in the country, a return of refugees and reconstruction of Syria.
He called for a "purge of terrorists" from the rebel-held northwestern province of Idlib.
"There are many sources of concern over the fate of the terrorists because a number of them are imprisoned in Syria and if they return to their home countries, they will spread unrest and terror in many regions," he said.
As for Turkish President Recep Tayyip Erdogan, he called for the removal of the Kurdish forces battling ISIS in northeastern Syria.
The territorial integrity of Syria can only be preserved if Kurdish militant forces are driven out of the northern city of Manbij and areas east of the Euphrates River, he added.
“The US withdrawal decision is one of the most important tests ahead of us. The uncertainty over how the decision will be implemented remains,” Erdogan said.
"We have been making every possible effort to prevent attacks on the Hmeimim military base, the Russian military base. Our militaries have been coordinating their activities in this regard," he said before the tripartite meeting.
