Shots fired at man in Melbourne's south-east

Police are investigating after a man was shot at in south-east Melbourne this morning.

Police were told a man was walking along Cadles Road in Carrum Downs when someone with a gun approached him and shot at him twice about 8.20am.

The 25-year-old Langwarrin man was not hit by the bullets but was struck by a driver in a black Ford Focus who drove straight at the man on the footpath, immediately after the shots were fired.

The Ford is believed to have been stolen.

The victim was taken to hospital with non-life-threatening head and neck injuries.

The driver of the Ford then hit a phone pole on a nature strip and fled the scene with the gunman, and possibly a third man, in what police believed to be a stolen silver Toyota Camry.

Detective Senior Constable Jonathan Silk said the men were Caucasian, aged in their mid to late 20s, and were wearing grey clothing and bum-bags.

Possibly a targeted attack

Detective Silk said police suspect the men on the run and the victim are known to each other.

"This is extremely concerning. There were families around," he said.

Detective Silk said police had not interviewed the victim yet and had not recovered the gun.

A local resident told the ABC he heard the shots this morning and went to find out what was going on.

He saw two men fleeing the area but fears there could be a gunman on the loose.
