The ACT has imposed a two-week quarantine on anyone entering the territory from the Shoalhaven City Council local government area.
The region is one of 14 local government areas which has been subject to ACT stay-at-home requirements from 11.59pm Thursday, including areas in the Hunter Valley and the mid-North Coast.
Additionally, anyone entering the territory from Victoria will be subject to stay-at-home orders from the same time, an arrangement expected to last until August 12.
Victoria entered its sixth statewide lockdown from 8pm Thursday night, after recording eight new COVID-19 cases.
There have been five COVID-19 cases detected in the Hunter region of NSW, causing the region to be placed under a one-week lockdown as of 5pm Thursday.
People from the newly-listed NSW LGAs will face the same restrictions as those travelling from greater Sydney, the Blue Mountains, Central Coast, Wollongong and Shellharbour local government areas.
Anyone entering the ACT from these areas, including returning ACT residents, must complete an online exemption form 72 hours prior to entering,.
They must then go into home quarantine immediately, or into a hotel if they do not have a house to stay in.
ACT residents will be allowed to enter the territory, while non-residents must have an exemption.
"Exemptions will only be approved in highly exceptional circumstances," ACT Health said in a statement.
The exemption form is available online.
There have been no recorded cases in the Shoalhaven region as of Thursday evening, but there were Covid fragments detected in wastewater at the Wollongong and Bomaderry sewage catchments.
The Bomaderry sewage catchment serves 18,000 people in the suburbs of Bomaderry, Cambewarra, Cambewarra Village, Meroo Meadow and some parts of North Nowra.
There were known positive cases in the region, which NSW Health said could explain the fragment detection.
However, residents were still being urged to get tested if they had even mild symptoms, amid concerns the virus could be lurking undetected in the community.
A Woolworths supermarket on the Princes Highway in Figtree, Wollongong, has been declared a coronavirus exposure site.
Anyone at that location on July 26 from 12.30-1pm or July 27 from 12.30-1pm must get tested and self-isolate immediately.
