The pavement outside a special education needs school was completely blocked by cars parking on the footpath.
A picture of the inconsiderate parking shows a row of vehicles fully obstructing the pavement on Vulcan Park Way, just feet from a special education needs school, in Newton-le-Willows. Local councillor Seve Gomez-Aspron described the parking as "dangerous".
In a statement, Cllr Gomez-Aspron said: "The “small road” at the side of the main road is actually what is known as a ”footpath”.

"If you park on a footpath in such a way that you can’t push a pram past whilst staying on the pavement, then you’re causing an obstruction. And the police can fine you for causing an obstruction.
"The police will be hitting the Vulcan imminently to fine these vehicles. Same for those parked dangerously on the brew of the bridge onto Bradlegh Road."
The ECHO reported recently on a crackdown from Merseyside Police over pavement parking, in which the force issued over 100 drivers with fines over illegal parking in just a matter of days.
Pavement parking can make it difficult- or even impossible- for wheelchair users or people pushing prams to pass safely on the footpath. Katy Hirst, speaking on the Vulcan Park way parking, said: "I often walk this way with a wheelchair, and have to go in the road."
While Harz Ovoke added: "If you are in a wheelchair, parking like this is so inconsiderate."
Issuing a further update, Cllr Gomez-Aspron said: "Following from our site meeting (we had to wait for people to come back from leave due to half term), the following will happen.
"The police will be attending in the coming weeks to fine illegally parked cars in the area. Including on Bradlegh Road bridge. A meeting will be arranged with someone at St Modwen high enough up to make a decision on allowing the Vulcan Sports Car Park to be used during the day in the coming weeks (this has happened previously and fallen apart)"
