At its height seven fire crews fought back flames as roads in the surrounding area were closed.
A NFRS spokeswoman said one pump remained on scene on Friday morning, with smoke billowing from mounds of paper piled on the ground.
Flames can also be seen from a shed as firefighters work to tackle the blaze.
The spokeswoman added: “Crews have worked hard through the night to contain the fire at Fourstones Paper Mill in Hexham.
“This is still an ongoing incident with one fire engine remaining on site.
“Roads surrounding the area have now reopened.”
Firefighters were also being assisted by the Tyne and Wear Fire and Rescue Service.
Smoke could be seen coming from the paper mill building with fire crews using hoses to try to extinguish the flames.
A hose reel, ground monitors and breathing apparatus were used while crews worked to contain the fire.
A farmer also helped to remove bails of burned paper.
