A second teenager has been charged with murder over the stabbing death of a young Indigenous man.

The 18-year-old from Morwell was arrested in Bendigo and charged with one count of murder on Friday morning.

He and a 16-year-old boy are accused of attacking Indigenous 18-year-old Kaiden Morgan on September 27 in Morwell, about 155km from Melbourne.

The 16-year-old from Latrobe, who cannot be named for legal reasons, has been charged with murder and intentionally causing injury.

Mr Morgan, also from Morwell, was found with stab wounds on The Boulevard - a residential street in the Gippsland town - and taken to hospital where he died a short time later.

Another man, a 20-year-old from Warragul, was discovered injured on nearby Gillies Crescent but survived.

Police believe the parties were known to each other.

The 18-year-old accused will appear before the Bendigo Magistrates Court on Friday.

Mr Morgan's death sparked outrage, with hundreds of mourners marching through the town in October to call for an end to Victoria's knife crime epidemic.

Police had arrested and charged 19-year-old Traralgon man Tyson Fenton with murder and intentionally causing injury, but dropped those charges following a "complex investigation that continued to evolve".

Mr Fenton had been remanded in custody following a court appearance on September 29, with his lawyer saying the young Indigenous teen was fearful of retaliation in jail.
