Scottish Labour 2021 manifesto: 5 things you need to know

Scottish Labour has work to do if the party is to achieve Anas Sarwar's stated aim of leapfrogging the Tories into second place at next month's Holyrood election.

Recent polls have suggested the Conservatives are on course to finish behind the SNP in terms of MSPs - meaning they could once again claim to be Scotland's official opposition to Nicola Sturgeon's likely government.

Sarwar, who has still only been in the job a matter of weeks, insists the country needs a more progressive opposition.

So what is he offering voters? It's all explained in Scottish Labour's 2021 manifesto. Here's five of the main policy pledges:

Constitutional reform

Scottish Labour is opposed to another referendum on Scottish independence - the party has repeatedly said Holyrood's priority must be recovery from the economic devastation caused by coronavirus.

But that doesn't mean the party is happy with the status quo. Labour says it has "a broader and more ambitious vision which involves a radical redesign of the UK’s democratic institutions, more powers of scrutiny for Holyrood, and a radical transfer of powers from Edinburgh into communities across our country."

Housing

The party wants to build 200,000 "zero carbon social home"s over ten years, with parity of grant funding between councils, cooperatives and housing associations."

The party also believes building regulations should be overhauled. It says lockdown has highlighted the importance of revisiting mandatory minimum space, quality standards and energy performance in new and refurbished homes.

Saving the high street

Even before the pandemic, many high streets in small Scottish towns looked deserted due to an ever-increasing number of empty shops.

Labour says more can be done to save town centres as retail destinations in their own right. The party says "it will reform the commercial property market, ensure fair pay for retail workers, and attract people back through better transport, public services, leisure, health and housing policies."

They are also offering Scots £75 vouchers to spend in a bid to rejuvenate high streets.

Transport

Labour has long campaigned for the ScotRail franchise - which provides the vast majority of rail services in Scotland - to be brought back under public control.

The Scottish Government has now committed to that - and Labour now wants bus services to be taken away from private firms.

It says: "The SNP Government has had the power to deliver a public bus service since 2019 by enacting the Transport Act but has delayed doing so.

"Scottish Labour will enact the Transport Act, enabling our bus services to go back into public hands with start-up resources for councils to run them - not to line the pockets of shareholders, but as a public service that we will all benefit from, learning from the successful examples of Lothian Buses and Transport for London."

Schools

Labour says its plan will "move Scotland back to the top" of education performance around the world.

The party wants an emphasis on personal tutoring. It believes "a personal tutoring programme is the best method of engaging young people effectively.

"There are a variety of tutoring models for one-to-one and small group learning and the programme should be designed and delivered by those experienced in education and working alongside young people.

"Referrals to the programme could come from teachers and agencies that support pupils who are struggling to engage with school, as well as possibly pupils themselves. Importantly, the programme should be open to pupils of all ages and financed with funding provided in addition to existing education budgets."
