Scots neighbour hurled mountain of soiled dirty toilet roll out window at passers-by below

A top-floor tenant sparked a £3,000 clean up operation by hurling a mountain of soiled toilet paper out of his window as passers-by walked below.

Neighbour-from-hell John Cameron claimed he was scared of flushing his toilet and was choosing to dump the used toilet roll out of his window instead.

Perth Sheriff Court was told yesterday that specialist equipment costing £3,000 had to be hired to tackle the pile of filth outside Cameron's fourth floor flat.

Fiscal depute Andrew Harding said: "At 4.30pm police observed him throw three white items out of the window onto the street below.

"Due to the time of night several members of the public were walking directly below and there was a near-constant stream of traffic on the road.

"There was human faeces on the toilet roll. On closer inspection they could smell the odour which suggested it was human faeces. He was cautioned and charged and made no reply.

"Before staffing costs, plant machinery costs to the value of £3,000 was hired. I don't have any information about the staffing costs on top of that."

Solicitor Pauline Cullerton, defending, said: "He tells me he had issues with his toilet which was prone to flooding. He was scared to use the toilet given he was in an upstairs flat.

"There were other ways of dealing with it than the way Mr Cameron did. He was well aware of what he was doing. He spent 32 days remanded in custody."

Sheriff William Wood said: "He could have bagged it." He deferred sentence to find out how Cameron was progressing on a community order imposed in relation to a similar previous offence.

In that case he hurled used toilet roll and scores of empty Pot Noodle containers into the street and onto people's roofs and was placed under social work supervision for 12 months.

Numerous witness, including horrified neighbours, saw Cameron create a major health hazard by hurling faeces and bottles of urine out the window of his home.

Mrs Cullerton said: "He is not suffering from any mental disorder. The explanation given was that his toilet was blocked.

"It appears that whilst it may have been blocked, this behaviour has been an ongoing issue for a number of years. There is a suggestion he has a fear of the water in his toilet.

"It appears he offered differing accounts of the offences. He did take some responsibility but minimised the seriousness of his behaviour.

"He realises that had there been pedestrians walking in the street it would have been a particularly unpleasant experience if it landed on anybody."

Neighbours told police they had seen Cameron doing the same thing at his flat in Perth city centre for more than 12 months.

Some of the material thrown from Cameron's attic window landed on a neighbour's slanted roof and in the building's gutters.

Cameron, 45, of Gallowgate, Glasgow, admitted breaching the peace at his former home in Market Street, Perth on 14 November 2019.

He has also admitted behaving in a similar manner during September 2020.

The court was told that Cameron had been evicted from the property and was now living in Salvation Army accommodation in Glasgow.
