Saudi Commission to Develop, Boost Local Content

Saudi Arabia’s Local Content and Government Procurement Commission undertook measures curated to both boost the Kingdom’s economy and fulfill development and fiscal objectives set by national strategies.

The Commission, by coordinating with relevant authorities, is responsible for drafting policies, strategies and programs which enhance local content and government procurement processes.

Apart from its mandate to enforce regulatory measures, the Commission is tasked with pursuing full-on development policies, strategies, plans and programs related to local content and the promotion of government procurement.

Among the measures undertaken by the Commission are the detailed identification of high-value activities and targets for the local content development and coordination with government entities on procurement.

The Commission can be an active partner in determining government purchases required by more than one government agency and offer follow up services on the implementation of procurement agreements concluded by the competent authority.

The Commission also works to encourage the private sector’s contributions to the developing of local content. It also manages civil contracts signed with government agencies (with exception to the General Authority for Military Industries), and negotiations with foreign entities and companies on technology transfer.

Preparing studies, researches and reports related to local content is also among the Commission’s tasks when it comes to government procurement. The findings are submitted to the Kingdom’s ministry of finance and relevant bodies.

Next to cooperating and exchanging expertise with regional and international bodies and organizations, the Commission is authorized to represent Saudi Arabia at regional and international events, forums and organizations related to its field of works. It is also permitted to hold exhibitions, conferences and workshops related to the development of local content.

The establishment of the Commission is in line with the Kingdom’s drive to diversify and strengthen the national economy through the localization of industries and raising the efficiency of spending in general.
