It is the latest move in retaliation for Canada's call to free Saudi civil society activists arrested without explanation.
On Sunday, the kingdom froze new trade and investment and expelled the Canadian ambassador.
The kingdom has also announced medical treatment of its citizens will be stopped and transfers will be coordinated.
