A ground inspection will take place during the scheduled lunch break.
The lost time is a blow to both sides who are chasing a crucial win in the penultimate-round fixture amid a five-team charge for two spots in the Shield final.
Western Australia ended day one at 3-231 on a slow Bankstown Oval pitch.
Former Test opener Cameron Bancroft led the charge for the visitors with 117.
Hilton Cartwright (29no) and Josh Philippe (5no) were at the crease when play ended on the opening day.
Despite the lack of on-field action, NSW suffered a blow early on day two with legspinner Tanveer Sangha ruled out of the match after suffering a mild concussion in the field late on Tuesday.
Left-arm spinner Riley Ayre has replaced Sangha for the remainder of the fixture with the 25-year-old making his first-class debut.
