South Australia will look for an extended period of no mystery community transition of COVID-19 in Victoria before relaxing border restrictions.
Police Commissioner Grant Stevens, who also heads up the state's transition committee, says that my involve up to 28 days or two incubation cycles for the virus.
"We're looking for Victoria to get through a period where there is no community transmission or if there is community transmission, they can identify that source and essentially cap that off," Mr Stevens said on Tuesday.
"The hard border will be the first thing that we lift and then free travel between Victoria and South Australia would be that next step.
"But as much as I would like to put a time frame on that, you simply can't."
The commissioner's comments came after the latest transition committee meeting which also looked at further easing local restrictions on the hospitality sector and other coronavirus measures.
He said there would no immediate change to allow patrons to stand up and drink in pubs and restaurants and no change to the density requirements which currently allow one person to every two square metres.
He also brushed off concern with a recent rise in the number of COVID-19 cases in SA, with 12 active infections currently all in hotel quarantine.
All the current cases are people who recently returned to Australia from overseas.
"We don't consider the risk associated with people who provide a positive test who are in supervised quarantine to be something that we need to be concerned about," Mr Stevens said.
"We have a security posture in place that protects the community
"The primary concern is unidentified community transmission."
SA reported three new virus cases on Monday, two men in their 30s and 40s and a woman in her 30s.
All recently returned separately to Australia from overseas and tested positive while in hotel isolation.
Those new cases took the state's total since the start of the pandemic to 494.
