Russia introduces talent visa for highly skilled foreign workers

Russia has introduced a new multiple-entry talent visa for highly skilled foreign nationals, offering an easier route to temporary and permanent residence, according to a report by Fragomen.

The visa is open to talent in fields including science, creative industries and sports, as well as graduates of top universities, professionals with rare skills and entrepreneurs who can contribute to Russia’s technological development.

Applications will first be assessed by the newly established Agency for Attracting Foreign Talents to Russia before being processed by the country’s regular immigration authorities.

The new visa also provides a streamlined route to residence. Holders can apply for a temporary residence permit (TRP) without being subject to the usual quota or Russian language requirements.

Foreign nationals who complete the Russian language test can skip the TRP stage and apply directly for a permanent residence permit (PRP). Under the normal process, applicants must hold a TRP for at least eight months before seeking permanent residence.

Depending on their circumstances, exceptional merits or support from relevant government bodies, talent visa holders may also qualify for a simplified route to Russian citizenship.
