RPSC credibility at stake after REET & RAS humiliation

JAIPUR: The cancellation of RAS Prelims results by Rajasthan High Court has again questioned the Rajasthan Public Service Commission’s (RPSC) credibility in the smooth conduct of recruitment exams.

RPSC follows a rigorous multi-layered process to set question papers with the help of experts, but doesn’t have the provision to charge the subject expert for making mistakes. It is an embarrassment for the state government too, which is facing criticism over REET paper leak.

Former acting chairman and RPSC member Shiv Singh Rathore (2016-2022) explained the process for framing a question paper. He said, “The RPSC invites 3-5 subject experts for framing the paper. Of the total, two papers are picked by the moderator which is fine-tuned by another set of experts before it is sent for printing.” The process makes it clear that not the subject expert, but the moderator and fine tuners, whose job is to check the papers, also responsible in case any mistake emerges.

“The RPSC has two provisions to deal with the errant subject expert. First, to debar them and impose penalty. Slapping financial charges against subject expert has never been exercised,” said Rathore. He said many a times, answer to questions dealing with facts changes with time. He recalled in 2018, a question on the capacity of power produced by a thermal power plant in Kota changed from the time paper was fixed and attempted by students.
