Rowena Orr QC will be Victoria's next solicitor-general, after rising to legal fame during the banking royal commission.

Ms Orr was named as the state's new top legal adviser on Tuesday to replace outgoing solicitor-general Kristen Walker QC, following her appointment to the Court of Appeal.

Ms Orr was counsel assisting Kenneth Hayne's royal commission into banking misconduct. The barrister's highly regarded performance led to the nickname "shock and Orr".

She is the chair of the Australian Bar Association's ethics committee and sits on the advisory panel to the Australian Law Reform Commission's inquiry into judicial impartiality.

Ms Orr is also the chair of public law at the Victorian Bar's Commercial Bar Association and acting for the Commonwealth in a series of appeals related to the Lawyer X scandal.

She will be Victoria's third female solicitor-general when she starts the job on May 10.

State Attorney-General Jaclyn Symes praised Ms Orr's impressive career, tireless work ethic and relentless drive.

"We're privileged to have the benefit of Ms Orr's breadth of experience and legal ability to advise and guide the government on important matters," Ms Symes said.
