Rise in breaches of data protection at Perth and Kinross Council

Perth and Kinross Council had almost 100 data protection breaches in a year, it has emerged.

The department which had the most breaches in 2019/20 was education and children’s services.

The information was revealed in a report which will be considered by PKC’s scrutiny committee on Wednesday, September 9.

The report, compiled by PKC’s data protection officer said there had been a rise in the number of data breaches compared to the preceding 12 months.

It states: “Between April 1, 2019 and March 31, 2020, the council recorded a total of 96 data breaches (compared to 89 during the previous year).”

Most breaches involved email errors and unauthorised disclosures.

The data protection officer said the total number of breaches recorded in the year is  “very small given the volume and wide range of personal data that is processed across the council in the course of a year”.

The officer required to report four of the 96 breaches to the commissioner’s office.

The commissioner’s office felt PKC had taken appropriate action to deal with three of these four breaches.

But for one breach, the commissioner’s office required PKC to make a procedural change and to inform the relevant PKC employees of the change.

Councillors will consider the report at a virtual meeting on Wednesday (September 9).
