Review into Glasgow sanitary provision rules to be carried out by City Council

Rules and regulations which ensure sanitary waste bins are provided at all licensed outdoor events are to be reviewed by Glasgow City Council bosses.

Council leader Susan Aitken has asked for a review to be carried out in relation to the policy to see if sanitary provision can be made mandatory at smaller non licensed events.

During Thursday’s full council meeting councillor Cecilia O’Lone asked the leader if the administration would consider bringing forward the appropriate policy changes to ensure that all future contracts involving outdoor events have sufficient toilets that provide sanitary bins.

Councillor O’Lone said: “I am sure that you may be as surprised as I was that at present there is no requirement for this and agree with me that period dignity should allow for used sanitary products to be disposed of hygienically and without embarrassment.”

Ms Aitken advised colleagues that the current position is that for outdoor events on council land a number of conditions which must be met.

She explained: “Suitable and sufficient sanitary provision is captured under the environmental health licensing conditions, however this will only apply to licensed events.

“I’ve asked that these considerations be reviewed.

“For Glasgow Life events, sanitary bins are a standard part of the order with contractors so bins are placed in each individual cubicle or the area by the sinks.”

Councillor O’Lone also pointed out that she had received complaints that there wasn’t sufficient sanitary provision at outdoor events.

She said: “I think we should want to go above and beyond the specific requirements and put in additional bins.

“Is there somewhere we can say we will set a higher standard?”

Councillor Susan Aitken responded: “Without knowing what specific bins you are talking about it is difficult to comment, but as I said the conditions of licence can be amended.

“Where events are not licensed they are not covered by this requirement and I have asked officers to look at that.

“Smaller events might not have the provision to provide sanitary facilities unlike larger licensed ones.”
