Revenue down but ahead of 11-month goal

The government took in 2.13 trillion baht in the first 11 months of fiscal 2017, outpacing the target by 1.96 billion.

Although value-added tax (VAT), a proxy for domestic consumption, missed its target by 41.4 billion baht or 5.7% during the October-August period, it was up 3.6% year-on-year, said Krisada Chinavicharana, director-general of the Fiscal Policy Office.

He said higher-than-expected contributions by the Excise Department, state enterprises and non-tax-collecting agencies offset the weaker VAT.

Excise taxes on beer and fuel and the corporate income tax significantly surpassed their targets, Mr Krisada said.

"The constant recovery and growth of the Thai economy, coupled with a close monitoring of revenue collection, meant the government's revenue collection was in line with expectations and the Finance Ministry is confident that revenue collection will reach the full-year target," he said.

Revenue collection for the first 11 months of fiscal 2017 was down year-on-year because of a lack of extra income from telecom spectrum auctions and the Government Lottery Office's gambling tax paid in fiscal 2016, Mr Krisada said without providing precise figures.

Factoring out the extra items, the government's revenue for the October-August period rose by 2.2% year-on-year.

The Revenue Department mustered 1.59 trillion baht, 4.1% lower than targeted.

Apart from VAT, the petroleum tax missed its target. The Revenue Department collected 39 billion baht in petroleum tax, well below the target of 63.9 billion, Mr Krisada said.

Lower-than-expected crude oil prices were to blame for the shortfall in petroleum tax.

Corporate income tax, however, exceeded its target by 11.4 billion baht or 2.3% during the first 11 months of fiscal 2017 and rose by 4.2% year-on-year.

The Customs Department's revenue amounted to 96.5 billion baht, missing the target by 13.5 billion or 12.3% and falling 6.6% year-on-year, largely due to lower-than-targeted collection of import duties.

The Excise Department collected 516 billion baht, surpassing its target by 12.5 billion or 2.5% and marking a 8.9% year-on-year rise.

The excise tax on fuel outpaced the target by 20.7 billion baht or 11.7%, soaring 23.5% year-on-year.
