Returned travellers in hotel quarantine will be released at 11.59pm on Monday, with those who have tested positive for COVID-19 to remain.
ACT Health said 138 people can leave quarantine at that time, provided they receive a negative coronavirus test.
The five travellers who have the virus and three close contacts will remain in quarantine.
"The length of their extended stay is considered on a case by case basis depending on a number of factors, including when they originally tested positive or showed symptoms of COVID-19, the results of their exit testing before they are proposed to leave quarantine, and the length of time they are symptom-free," ACT Health said.
The travellers entered quarantine on March 1 after arriving in Canberra on a flight from Singapore.
Meanwhile, NSW broke a 55-day streak of no locally acquired cases after a person who worked at two Sydney quarantine hotels, tested positive.
All household contacts of this case have so far tested negative and will self-isolate for 14 days.
NSW Health said initial genome sequencing found the person to have the UK variant.
