Rating the summer transfers of Liverpool's Premier League rivals

With just three weeks until the 2019/20 Premier League season kicks off, clubs up and down the country are scrambling to get their transfer business done.

Liverpool are yet to bring in any major new signing - with the only arrival 17-year-old centre-back Sepp van den Berg from PEC Zwolle.

The club are ultimately happy with their world-class squad and have a well-placed belief that they are ready to challenge for titles once again next term.

The Reds were comfortably one of the best teams in the domestic competition during the last campaign and the expectation was for their major rivals to strengthen this summer to be able to go toe-to-toe with Jurgen Klopp's side next season.

So, who has done the best business so far this summer?

Arsenal

In: Gabriel Martinelli (from Ituano, £6m)

Out: Aaron Ramsay (to Juventus, free), Danny Welbeck (released, free agent), David Ospina (to Napoli, £3.5m), Stephan Lichtsteiner (released, free agent), Julio Pleguezuelo (to FC Twente, free)

Verdict: The Gunners have not done enough to bring in reinforcements so far this summer. Martinelli is a teenage striker who is unlikely to be immediately ready for Premier League action. They likely need defenders, a hard-running midfielder and to get rid of some deadwood but it's clearly proving tough.

Chelsea

In: Mateo Kovacic (from Real Madrid, £40.2m)

Out: Eden Hazard (to Real Madrid, £88.5m), Ola Aina (to Torino, £8.8m), Gary Cahill (released, free agent)

Verdict: For the first time in seven years Chelsea will go into a Premier League campaign without Eden Hazard - make no mistake they will miss him. Someone will need to step up to replace him as the London side are not able to make any further signings because of the transfer ban so the only technically new incoming is Mateo Kovacic as they had already registered the midfielder while he was on loan last season. It could be a tough first season for Frank Lampard.

Everton

In: Andre Gomes (from Barcelona, £22m), Fabian Delph (from Manchester City, £8.5m), Jonas Lossl (from Huddersfield Town, free)

Out: Nikola Vlasic (£14m CSKA Moscow), Phil Jagielka (released, free agent), Ashley Williams (released, free agent)

Verdict: Liverpool's Merseyside rivals are still looking to secure a central defender with Chelsea's Kurt Zouma top of their list, Delph looks like a smart bit of business at a relatively low cost while Andre Gomes was a player they had on loan last season.

Manchester City

In: Rodri (from Atletico Madrid, £62.6m), Angelino (from PSV Eindhoven, £5.3m)

Out: Fabian Delph (to Everton, £8.5m), Vincent Kompany (to Anderlecht, free), Patrick Roberts (to Norwich City, loan)

Verdict: Pep Guardiola needed to bring in Rodri in the midfield as a replacement for the ageing Fernandinho. They still also need to replace the departure of captain and centre-back Vincent Kompany so all is not complete at the Etihad and there remains an ongoing saga over Harry Maguire. With Manchester United also interested in the Leicester centre-back it remains to be seen who will get their man with the other being left to find a replacement, and quickly.

Manchester United

In: Aaron Wan-Bissaka (from Crystal Palace, £45m), Daniel James (from Swansea, £15m)

Out: Ander Herrera (released, free agent), Antonio Valencia (released, free agent)

Verdict: The signing of two 21-year-old players looks good but there are a plethora of problems at Old Trafford, not least in the fact striker Romelu Lukaku wants out and Paul Pogba is giving manager Ole Gunnar Solskjaer a huge headache. If both of those players were to depart it would leave United little time to replace them and they are also looking at Harry Maguire at centre-back as a prime target but City are circling and they could have some problems come the start of next season if deals do not get over the line.

Tottenham Hotspur

In: Tanguy Ndombele (from Lyon, £55m), Jack Clarke (from Leeds, £10m), Kion Etete (from Notts County, £200k)

Out: Kieran Trippier (to Atletico Madrid, £20m), Jack Clarke (to Leeds, loan), Michel Vorm (released, free agent), Fernando Llorente (released, free agent)

Verdict : Ndombele is a solid midfielder and at a club record comes with promise. However, Mauricio Pochettino is believed to want Fulham left-sided player Ryan Sessegnon but a deal for the highly-rated youngster will depending on generating funds - Christian Eriksen wants away but he is in limbo and either way he will be a miss come next season or a problem at the club.

Trippier could also be a big tried and trusted miss while Danny Rose on the other flank of defence is also being linked with a move away so Spurs' transfer window really hangs in the balance.
