The latest bid to reconstruct the SPFL pyramid and introduce Celtic and Rangers B teams into League Two has been turned down.
Celtic and Rangers have both pitched Colts teams the fourth tier in various forms throughout the years but have been knocked back by clubs.
This season, the pair were given admission to the Lowland League as an addition to the set-up for one year.
Following this, a plan from the SFA and SPFL Innovation Group fourth tier for the start of the 2022/23 campaign was put together.
This would have seen a total of six clubs introduced to League Two over the next three seasons.
It has once again been turned down the proposals at the indicative vote stage with a statement confirming the plans "attracted some support" but "the combined set of proposals fell significantly short of the backing required to merit bringing forward a written resolution."
The governing bodies have confirmed "the proposals will not therefore proceed to a vote."
An SPFL spokesman said: “We would like to thank the members of the Innovation Group - Stewart Robertson, Gerry Britton, Steve Brown, Iain McMenemy and George Fraser - for their hard work and commitment in putting together such detailed proposals.
“Importantly, their paper has generated wide-ranging debate on how we improve the development of young Scottish players.
“The challenge now is to continue discussions right across the game on how we can maintain the momentum which resulted in the Scotland men’s national team qualifying for UEFA EURO 2020.”
