Rajya Sabha updates March 22, 2022 | House adjourned

On its fifth day in session, the Finance Minister, in the Upper House, moved two Jammu and Kashmir Appropriation Bills in the Rajya Sabha for consideration and passing. 

Here are the updates:

6.33 p.m.

Rajya Sabha adjourned

Proceedings will resume on Wednesday at 11.00 a.m.

6.25 p.m.

Four vaccines approved for children below 18 years of age, the central government tells Rajya Sabha.

These are Zydus Cadila’s ZyCovD (for 12 years and older), Bharat Biotech’s Covaxin (for children greater than two and less than 18 years of age), Biological E’s Corbevax (for children five years of age or older but under 18 years of age), and Serum Institute of India’s Covovax (for children greater than 12 and less than 18 years of age), Minister of State for Health Bharati Pravin Pawar said in a written reply. - PTI

Rajya Sabha fails to equal record of 13 full sittings without forced disruptions

The run of 12 consecutive full sittings of the Upper House without forced adjournments came to an end on Tuesday when the House was adjourned by Chairman M Venkaiah Naidu. - PTI

Speeches by BJP leaders are more dangerous than the movie Kashmir Files, says Samajwadi Party MP Ram Gopal Yadav.

“You have been in power for seven years, how many Kashmiri Pandits have you rehabilitated? You cannot escape this responsibility now,” the MP says, addressing BJP leader Anil Jain.

Jammu and Kashmir has transformed into a police state, says Trinamool Congress MP Nadimul Haque

This goes to show that the situation in there is far from normal, the MP adds. He has raised questions on the allocation of ₹90,555 crore for Police and Home departments in Jammu and Kashmir.

Mr. Haque’s statement has caused a huge uproar in Rajya Sabha.

2.15 p.m.

Economy of Jammu and Kashmir has been paralysed, says Congress MP Vivek K. Tankha.

The MP points out the decline in industries like horticulture, tourism, and so on. Kashmiri apples, shawls, willow bats were once all famous but the demand has reduced drastically, says Mr. Tankha.

“There is no Legislature in Jammu and Kashmir to discuss and debate their Budget and for locals to have their voices heard by local representatives,” he adds.

Rajya Sabha resumes proceedings

The Upper House is now discussing the Budget of Jammu and Kashmir for 2022-23 and two Appropriation Bills for the Union Territory.

12.04 p.m.

Rajya Sabha adjourned till 2.00 p.m.

As Opposition members raised slogans in the well of the House protesting the rise in fuel prices, Deputy Chairman Harivansh Narayan Singh, adjourned the House to meet at 2.00 p.m.

This is the second adjournment of the day.

The run of last 12 consecutive full sittings of Rajya Sabha without forced adjournments due to disruptions was interrupted today when the House was adjourned by Chairman M. Venkaiah Naidu during zero hour as TMC members insisted on admission of their Notice on price rise under Rule 267.

The last 8 full sittings of the first part of this Budget session and the first 4 sittings of the ongoing second part of this session were without such forced adjournments. The previous record of 13 full sittings of the House without forced adjournments was during the 249 session, the monsoon session of 2019.- Sobhana K. Nair

Chairman Venkaiah Naidu begins the proceedings by addressing the House on the occassion of World Water Day. “Conservation of water and preservation of water resources is of utmost importance for our country,” he says.

Finance Minister Nirmala Sitharaman moved two Jammu and Kashmir Appropriation Bills in the Rajya Sabha for consideration and passing. 

Petroleum and Natural Gas Minister Hardeep Singh Puri, during Question Hour informed the Upper House that India imports less than 1% crude oil from Russia.

Minister of State for Housing and Urban Affairs Kaushal Kishore informed the Upper House that the new Parliament building project, which is part of the Central Vista Project, has achieved 44% physical progress while the government has so far spent ₹480 crore on it.
