Heavy rain hit the Sea of Japan coast of the Tohoku and Hokuriku regions on Friday morning, flooding Kumakigawa and Sakiyamagawa rivers in Nanao, Ishikawa Prefecture.
The rain, which was influenced by wet air flowing into a stalled front, also temporarily flooded Mogami-Ogunigawa river in Mogami, Yamagata Prefecture.
The Japan Meteorological Agency and local governments are calling for residents to remain vigilant as the rainfall is expected to continue periodically.
According to the agency, a record 122 millimeters of rainfall was observed in a three-hour period through 11:10 a.m. in Nanao. The city government has issued an evacuation directive to 7,963 people of 2,954 households in its three districts.
According to the Yamagata prefectural government, an evacuation directive or recommendation has been issued to about 28,200 people of about 9,500 households in eight municipalities, including Shinjo, Mogami and Tozawa as of 10 a.m.
In Tozawa, roads were inundated becoming like rivers, with police officers and others rescuing residents using rubber boats.
