Police are awaiting legal advice on whether they can charge a teen, accused of murdering a Brisbane couple who were struck by a car, over the death of their unborn child.
The 17-year-old boy is accused of killing Kate Leadbetter, 31, and her partner Matthew Field, 37, when they were hit by an allegedly stolen car in Alexandra Hills on Australia Day.
Ms Leadbetter was pregnant at the time and Police Commissioner Katarina Carroll says the teen may be charged over the unborn baby's death.
"The investigation is continuing. We are getting some legal advice and we'll make a decision on that soon," she told reporters on Friday.
Ms Carroll said the teen had been on bail for a traffic matter at the time of the crash.
However, she said criminal matters involving him had previously been dealt with.
"There was a traffic matter that the bail was related to, a traffic matter where people would not normally, well actually, would not be remanded for," she said.
She said officers were also looking at the teen's history.
Ms Carroll has spoken to Queensland's Child Safety, Youth and Women director-general Deidre Mulkerin about what possible interventions could have been made in the teen's life.
"We are going back into the history to look at what else should be done could be done, and what we need to learn from and what we need to change into the future," she said.
Premier Annastacia Palaszczuk is prepared to change laws or implement any measure to prevent a similar event from occurring.
However, she said the government needed to wait until police finish investigating.
"We all want answers. The community wants answers," Ms Palaszczuk said.
"There will be a thorough police investigation and, of course, there'll be a coronial inquest, and I know there's a lot of speculation and talk in the media and the papers, but let's get the facts right, let's get to the bottom of it."
The police commissioner warned that it may be the case there was no way the crash could have been avoided as "there are moments in time that tragedies happen".
"The whole community is hurting, I know certainly my people are as well," she said.
"My empathy, my sympathies go out to those families. I cannot even begin to imagine what they're going through."
Police allege the teenager ran a red light and deliberately collided with a truck at an intersection before the 4WD rolled and ploughed into the couple who were crossing the road.
He has been remanded to reappear in court by video link in March.
