Pubs, hotel bars, nightclubs and casinos will not be allowed to reopen next week.
The limit on both indoor and outdoor gatherings will not be increased, meaning numbers will remain at 200 for outdoors and 50 for indoors.
Limits on fans attending GAA or League of Ireland matches continue.
Taoiseach Micheal Martin said allowing pubs to reopen would be "damaging for our plan to reopen schools safely and would of course be very damaging for our public health."
He said that the decision "will come as a bitter disappointment to many" but added we are "doing what we are doing to save lives."
Mr Martin added: "As I have said a number of times now while we have reopened out society and the economy to a significant degree, one thing has not changed, this virus has not changed.
"It remains as virulent as ever and it is constantly on the search for new people to infect
It remains completely indiscriminate in its cruelty.
"But as dangerous as it is we have shown that we can beat it. Each one of us has the power to suppress it."
The decision to hold off on moving to the next phase of Ireland's roadmap comes after a large spike in new cases over the past week.
The measures announced today will be reviewed again in three weeks time.
The wearing of phase coverings in shops will also be made mandatory from next week.
The news was confirmed by Mr Martin at a press briefing from Dublin Castle this evening.
He was flanked at the briefing by Tanaiste Leo Varadkar, Minister for Health Stephen Donnelly and Acting Chief Medical Officer Dr Ronan Glynn.
It comes as public health experts urged the Government to take a "very cautious approach" to reopening sectors over the coming weeks.
Mr Varadkar added: "As the Taoiseach said we are in a precarious situation now in our battle with this virus. We've lost some ground but it is possible to reclaim it.
"The truth is this is inflating around the world in fact worse than ever at a global level with record numbers of new cases being recorded every day.
"Even in Europe the number of cases in most countries is rising again including in Ireland. Overall in Ireland we're still in a relatively good position that's down to the work we have all done as a society.
"We don't want to risk falling backwards and do anything that might risk our schools reopening in a few weeks time or anything that might cause our businesses or workplaces that have reopened to close again."
