The cabinet has approved a draft law which will allow eligible voters to propose changes to laws or regulations in their local administration.
On Monday, the cabinet approved in principle the bill, which mandates that at least one fifth of eligible voters in a local administration jurisdiction can gather signatures and propose regulations or changes to regulations.
At least 10,000 Bangkok voters are required to initiate regulations or changes in the capital, government spokesman Buddhipongse Punnakanta said.
The names, addresses and signatures of all the petitioners must be submitted along with the proposal, together with copies of their ID cards, he said.
The spokesman said another bill on people voting to impeach local administrative executives has also been approved in principle.
For local administrative organisations (LAOs) that have up to 100,000 voters, one fifth of the eligible voters or at least 5,000 people are required to propose the impeachment, he said.
LAOs with 100,000 voters need 10,000 signatures to start the impeachment. Those with a million voters require 20,000 signatures. Those who threaten others with impeachment will face punishment.
