New public health orders governing the state's reopening say pools will be open only to the fully vaccinated.
Children 15 and under will not need to be vaccinated but must be accompanied by a fully vaccinated adult.
The rules cover all pool-goers, including those attending learn-to-swim and swim-squad sessions.
The government allowed both vaccinated and unvaccinated people to use public outdoor pools two weeks ago, but this will be wound back from next week.
City of Newcastle chief executive officer Jeremy Bath said the rules did not cover the city's two ocean baths.
He said all pool staff were now fully vaccinated, though the orders require regional employees to have had only one vaccine dose.
Indoor pools will reopen under the same restrictions for swimming lessons, lap swimming and rehabilitation activities from Monday, one of many changes to the state's reopening road map announced by Premier Dominic Perrottet on Thursday.
Health Minister Brad Hazzard was expected to sign updated public health orders covering the changes on Thursday night.
