Protests are erupting across the U.S. after an Immigration and Customs Enforcement agent killed 37-year-old Renee Nicole Good in Minnesota.

Protesters are gathering in several cities, including Austin, Boston, Minneapolis and New York City, after an ICE agent fatally shot Good in her car on Wednesday morning.

Minnesota Governor Tim Walz announced earlier Thursday that he is authorizing the Minnesota National Guard to be “staged and ready.”

The ICE officer who shot Good has been identified in court records as Jonathan Ross, amid reports that he was also injured in a separate traffic stop incident in June.

Meanwhile, officials said U.S. Border Patrol agents shot and wounded two people in Portland, Oregon, Thursday afternoon during a vehicle stop.

A feud has emerged over who will investigate Good’s killing after Minnesota officials say they have been cut out of the investigation. Kristi Noem said local authorities have "no jurisdiction" in the investigation.

The mayor of Portland has called for Immigration and Customs Enforcement agents to “halt all operations” in the Oregon city after two people were shot and injured by Border Patrol officers on Thursday.

“We are calling on ICE to halt all operations in Portland until a full and independent investigation can take place,” Mayor Keith Wilson said at a press conference late Thursday. “Our community deserves answers. Our community deserves accountability. And most of all, our community deserves peace.”

The shooting occurred during a vehicle stop just a day after an ICE agent fatally shot a woman in Minneapolis.

Who is investigating the shooting?

Minnesota state officials have condemned the FBI for blocking them from participating in the shooting investigation, as the government has said Minnesota's authorities have "no jurisdiction".

The Minnesota agency that investigates officer-involved shootings said Thursday that it was informed that the FBI and U.S. Justice Department would not work with it, effectively ending any role for the state to determine if crimes were committed.

After initially agreeing to a joint investigation with Minnesota’s Bureau of Criminal Apprehension (BCA), the FBI later “reversed course” and said it would not grant the BCA access to case materials or evidence, BCA superintendent Drew Evans said earlier in a statement.

Kristi Noem said the state has no jurisdiction.

"Without complete access to the evidence, witnesses and information collected, we cannot meet the investigative standards that Minnesota law and the public demands," said Drew Evans, head of the Minnesota Bureau of Criminal Apprehension.

Gov. Tim Walz demanded that the state be allowed to take part, repeatedly emphasizing that it would be "very difficult for Minnesotans" to accept that an investigation excluding the state could be fair.

Noem, he said, was "judge, jury and basically executioner" during her public comments.

Jacob Frey, the mayor, said: "We want to make sure that there is a check on this administration to ensure that this investigation is done for justice, not for the sake of a cover-up.”

State senator says community is 'outraged'

Minnesota residents are demanding a complete and transparent investigation into the fatal shooting of Renee Nicole Good and are calling for Immigration and Customs Enforcement (ICE) to leave the state, state senator Zaynab Mohamed told the BBC.

She said the community was “outraged” by the federal government’s decision not to coordinate its investigation with local authorities.

“Our community is not backing down. This is a community that has been through so much over the last five years,” Mohamed said.

If federal authorities fail to conduct an honest and thorough inquiry, the state government may have to consider legal action to obtain case files from the federal government, she added.

Officer who shot Renee Nicole Good had previously been dragged by car

The Immigration and Customs Enforcement (ICE) agent who shot Renee Nicole Good was dragged and injured in a traffic stop last year.

Reports indicate the ICE officer who shot Good has been identified as Jonathan Ross.

Last summer, the same ICE agent was involved in a separate incident with a fleeing driver, according to court documents, CNN reported.

His arm became trapped in the rear window of a car as the suspect drove away, dragging him around 100 yards along the pavement. The officer suffered injuries to his arm and hand and discharged a taser at the driver during the encounter, the records show.

A transcript of Ross’s testimony from the June case shows he previously served as a National Guard gunner in Iraq from 2004 to 2005 and has conducted “hundreds” of traffic stops during nearly two decades with the Border Patrol and ICE, including encounters with drivers attempting to flee.

Trump administration officials have pointed to the June incident as evidence that ICE agents face life-threatening situations, arguing that such risks require them to respond with extreme force.

Vice president JD Vance referred to the June incident on Thursday, saying, “That very ICE officer nearly had his life ended, dragged by a car, six months ago.

Renee Nicole Good was participating in one of several “neighborhood patrols” organised by local activists to monitor, observe and film ICE operations, according to Michelle Gross, president of the Minnesota-based group Community United Against Police Brutality and a paralegal with the National Lawyers Guild.

The ICE agent who shot Good was among 2,000 federal officers that president Donald Trump's administration had announced it was deploying to the Minneapolis area in what the Department of Homeland Security described as the "largest DHS operation ever."

According to Gross, federal officers had ordered Good to clear away, and she was trying to turn her car around when agents approached her vehicle, with one opening fire as she was "trying to leave" and the automobile pulled away.

Gross disputed assertions by Kristi Noem that Good "had been stalking and impeding" agents' work all day.

"There was absolutely no justification for deadly force," Gross said.

"People are just exercising their First Amendment right to videotape police."

In an interview with The New York Times, President Donald Trump claimed Renee Nicole Good attempted to “run over” the ICE agent who fatally shot her Wednesday morning.

“I want to see nobody get shot. I want to see nobody screaming and trying to run over policemen either,” the president said.

Video of the incident shows the ICE agent, who has reportedly been identified as Jonathan Ross, firing into Good’s car as she moved it. He then appeared to walk toward her vehicle after it crashed a short distance away.

“She behaved horribly. And then she ran him over. She didn’t try to run him over. She ran him over,” Trump claimed.

Trump then played a video from the scene during the interview. When the New York Times reporter told Trump that the video did not appear to show the ICE agent being run over, he replied: “Well, I — the way I look at it...”

Ventura’s visit follows a confrontation involving ICE near the school on Wednesday, Fox 9 News reports.

“Good for these people who stood up. They're teaching their students something, that we are a country, we have to be a country of law and a country of the Constitution,” Ventura told the outlet.

Footage showed ICE agents amid a crowd of people outside the school on Wednesday afternoon, Fox 9 News reports. The Minneapolis Federation of Educators said one of their members was detained during the incident and has since been released.

A Department of Homeland Security spokesperson told Fox 9 that agents were chasing an individual accused of impeding their activity earlier in the day. The chase ended near the school.

"While the subject was being removed from his vehicle, an individual who identified himself as a teacher proceeded to assault a border patrol agent. While this was happening, a crowd began to form and grow — rioters threw objects and dispersed paint on the officers and their vehicles,” the spokesperson said.

U.S. Border Patrol Commander Gregory Bovino was spotted near Roosevelt High School in Minneapolis Wednesday, as officials carried out an immigration-related operation in the area, according to NBC News.

Bovino led the Trump administration’s mass deportation operation in Illinois last year.

Bovino and his officers then faced allegations that they violently detained demonstrators and indiscriminately fired tear gas into Chicago neighborhoods around Halloween.

“Those kids were tear-gassed on their way to celebrate Halloween in their local school parking lot,” Illinois District Judge Sara Ellis said at the time.

“These kids, you can imagine, their sense of safety was shattered ... and it’s gonna take a long time for that to come back, if ever,” she added.

A crowd has formed outside the Bishop Henry Whipple Federal Building, which houses the regional ICE headquarters, according to Fox 9 News.

Photos from the scene show some protesters clashing with police.

Protests were also reported on Wednesday evening in Minneapolis, as community members held a vigil for Good. Demonstrators also gathered in New York City on Wednesday night to protest the shooting.

“Property records and voter registration reviewed by the Guardian confirm that a 46-year-old man named Jonathan David Ross lives in north-east Minneapolis, Minnesota,” the outlet reported on Thursday.

Officials in Minnesota are “exploring all options” to ensure their involvement in the investigation into the fatal shooting of Renee Good in Minneapolis yesterday.

"After the FBI rescinded its cooperation agreement with the Minnesota Bureau of Criminal Apprehension, our office immediately began exploring all options to ensure a state level investigation can continue,” Hennepin County Attorney Mary Moriarty said in a statement on Thursday afternoon.

“If the FBI is the sole investigative agency, the State will not receive the investigative findings, and our community may never learn about its contents,” Moriarty said.

“We are speaking to our local partners on paths forward that will allow us to review the investigation and be transparent in our decision making,” she added.

ICE agent who shot Good was 'dragged' by car during enforcement operation last year, report says

Jonathan Ross, the ICE agent who fatally shot Renee Good on Wednesday, was dragged by a vehicle and injured during an immigration enforcement operation last year, according to a new report.

In June, Ross attempted to detain Roberto Carlos Munoz-Guatemala, a Mexican man with a criminal record, while he was driving in Bloomington, The Minnesota Star Tribune reported on Thursday.

When Munoz-Guatemala didn’t comply with orders from agents, Ross broke the car’s rear window and tried to unlock the door. Munoz-Guatemala then accelerated, dragging Ross roughly 300 feet before he was “knocked” from the car.

As a result of the incident, Ross needed 20 stitches on his arm and 13 more on his hand, according to court documents seen by the outlet. Munoz-Guatemala was later convicted of assaulting an officer.

Without naming Ross, Vice President JD Vance mentioned in a press conference on Thursday that the agent who killed Good had previously been assaulted.

Renee Good’s neighbors say he had ‘really sweet family’

The Immigration and Customs Enforcement agent who fatally shot a 37-year-old woman in Minneapolis has been identified as Jonathan Ross, an officer who was dragged and injured by a fleeing driver in a separate incident last year, according to reports.

Court documents obtained by Newsweek identified the agent involved in Wednesday’s fatal shooting as Ross, who was also involved in the June 2025 apprehension of Roberto Carlos Munoz-Guatemala, a convicted sex offender, in Bloomington, Minnesota.

Federal officials have described Ross as “an experienced” officer, The Minnesota Star Tribune reported.

During the June operation, Ross’s arm became stuck in the window of a suspect’s vehicle, and he was dragged roughly 100 yards down the street. At the time, Ross fired his Taser and hit the driver, but failed to stop the vehicle.

“The gaslighting is off the charts and I'm having none of it,” Vance wrote in a post on X this morning. “This guy was doing his job. She tried to stop him from doing his job. When he approached her car, she tried to hit him.”

He said that Good, a 37-year-old mother of three, had her car “pointed” at the agent and that she “clearly” hit him while accelerating.

“A tragedy? Absolutely,” he added. “But a tragedy that falls on this woman and all of the radicals who teach people that immigration is the one type of law that rioters are allowed to interfere with.”

Video footage of the incident seems to contradict Vance’s account. It does not appear to show Good’s car striking the agent, who fired multiple shots while standing beside the vehicle.

Jacob Frey issued a scathing denunciation of the Trump administration and called for federal immigration agents to “get the f*** out” of his city at a press conference Wednesday.

“What they are doing is not to provide safety in America. What they are doing is causing chaos and distrust,” he said, calling on the agents to leave.

“They’re ripping families apart. They’re sowing chaos on our streets, and in this case, quite literally killing people.”

He also had strong words for Noem, dismissing her justification for Good’s shooting as “bulls***” and a “garbage narrative.”

The late-night host again attacked the president in his opening monologue last night, this time over Trump’s response to the ICE shooting in Minneapolis, calling him a “maniac.”

“Now, I saw this video,” Kimmel said of the incident. “It didn’t look like anybody got run over to me. It looked to me like a woman got scared, tried to drive away, and they shot her.

“That’ll be for the court to decide. The mayor of Minneapolis, though, had this to say...” he said, before cutting to footage of Jacob Frey’s furious response to yesterday’s tragedy, in which he told ICE to, “Get the f*** out of Minneapolis.”

Kimmel went on to hold up a T-shirt bearing Frey’s words as a slogan, a call back to a joke from earlier in the monologue when he had held up another shirt mocking South Carolina Republican Sen. Lindsey Graham by repeating his threat to the Ayatollah of Iran: “Donald J Trump is gonna kill you.”

Illinois Democratic Rep. Robin Kelly has since said she plans to bring an impeachment resolution against Noem, calling her “an incompetent leader and a disgrace to our democracy.”

Trump’s claim that officer was injured in shooting contradicted

The president took to Truth Social yesterday and said of the deadly incident in Minneapolis: “The woman screaming was, obviously, a professional agitator, and the woman driving the car was very disorderly, obstructing and resisting, who then violently, willfully, and viciously ran over the ICE Officer, who seems to have shot her in self defense.”

He added: “Based on the attached clip, it is hard to believe he is alive, but is now recovering in the hospital.”

However, Minneapolis Police Chief Brian O’Hara told CNN last night that no one else had been hurt other than the victim.

Renee Good’s family say she was ‘murdered’ by ICE

Good was reportedly previously married to Timmy Ray Macklin Jr, who passed away in 2023 aged just 36.

She subsequently married a woman named Becca Good, hence the aforementioned name change application in Kansas.

Speaking to The Daily Telegraph, her former father-in-law, Timmy Ray Macklin Sr, said he was in no doubt that her death was murder.

“It is horrible, it’s murder,” Macklin Sr said. “Everybody is terribly shocked right now. She was a good, outgoing person. I didn’t agree with a lot of her ways, but it’s really sad to see these things happen.”

Macklin Sr said that Renee had a child with his late son and added: “My main concern right now is getting my grandchild.”

The Kansas City Star reports that the victim lived in Kansas City as recently as the fall of 2023 and applied to Jackson County Circuit Court to change her name that October from Renee Nicole Macklin to Renee Nicole Macklin Good.

“I want to share a name with my partner,” she wrote on the form, which lists her as having three children aged 13, 10 and three at the time. Her request was approved uncontested.

“Renee was one of the kindest people I’ve ever known,” her mother Donna Ganger has told The Minnesota Star Tribune.

“She was extremely compassionate. She’s taken care of people all her life. She was loving, forgiving and affectionate. She was an amazing human being.”

White House border czar Tom Homan told CBS News’s Tony Dokoupil he won’t comment further on the shooting in Minneapolis.

“I’d be unprofessional to comment on what I think happened in that situation. Let the investigation play out and hold people accountable based on the investigation,” Homan said.

Earlier Wednesday, Homan posted on X that the shooting “is yet another tragic example of the results of the hateful rhetoric and violent attacks against the men and women of ICE and BP.”

National Guard could be deployed as anger mount

Gov. Tim Walz said he was prepared to deploy the National Guard if necessary.

He expressed outrage over the shooting but called on people to keep protests peaceful.

He said the warning order to the national guard gives members a "heads up that something could be coming.”

"And these national guard troops are our national guard troops," Walz said. "They're teachers in your community, they're business owners, they're construction professionals. They are Minnesotans."

Walz added that his administration is "going to stop at nothing to seek accountability and justice" after the fatal shooting.

The state's Bureau of Criminal Apprehension is investigating.

"To Minnesotans I say this: I feel your anger. I'm angry," Walz said.

"They want a show. We can't give it to them. We cannot. If you protest and express your First Amendment rights, please do so peacefully as you always do. We can't give them what they want."

There were calls on social media to prosecute the officer who shot Renee Nicole Good.

The family of Renee Nicole Good has said she was “murdered” after she was shot and killed by an immigration agent in Minneapolis.

The 37-year-old woman was shot dead by Immigration and Customs Enforcement (ICE) agents during an operation in the Minnesota city on Wednesday.

Good, a poet and mother of three, had previously been married to Timmy Ray Macklin Jr, who died in 2023 at the age of 36.

At the time of her death, she was married to a woman named Becca Good.

Speaking to The Telegraph, her former father-in-law, Timmy Ray Macklin Sr, said he believed she had been “murdered” by ICE agents.

“It is horrible – it’s murder. Everybody is terribly shocked right now,” he said. “She was a good, outgoing person. I didn’t agree with a lot of her ways, but it’s really sad to see these things happen.”

Good and her former husband had a six-year-old child, whom she would bring to visit his grandparents “a couple of times a year”, he said.

“My main concern right now is getting my grandchild,” he added.

Her mother, Donna Ganger, described Good as “an amazing human being” and “one of the kindest people I’ve ever known” in a tribute published by the Minnesota Star Tribune.

She said Good had been living in Minnesota with her partner.

“She was extremely compassionate. She took care of people all her life. She was loving, forgiving and affectionate,” Ganger said.

DHS Secretary Kristi Noem said the woman ignored repeated orders to exit her vehicle and attempted to run over an Immigration and Customs Enforcement officer, describing the incident as an effort “to kill or cause bodily harm to agents.”

The Trump administration deployed an additional 2,000 federal agents to the Minneapolis area in recent weeks in response to allegations of welfare fraud in the state.

Speaking at a Wednesday press conference, Minneapolis Mayor Jacob Frey said the ICE deployment was not making the city safer.

“They’re ripping families apart, they’re sowing chaos in our streets,” he said.

The deployment, which began on Sunday, is among the largest concentrations of Department of Homeland Security personnel in a U.S. city in recent years.

It follows an immigration enforcement campaign launched by ICE late last year targeting individuals with deportation orders in Minneapolis, including members of the city’s Somali community.

The Somali community has frequently been criticised by President Trump, who has called them “garbage” and said: “I don’t want them in our country. I’ll be honest with you. Their country’s no good for a reason. Their country stinks.”

Trump later doubled down on his remarks following a YouTube video by a conservative content creator alleging mass fraud at daycare centres run by Somali immigrants.

In response, the administration has withheld federal childcare funds from Minnesota.

ICE agents have also been deployed to other cities across the U.S., making thousands of arrests as part of what the administration describes as a crackdown on crime and undocumented immigrants.

The fatal shooting of a woman by ICE agents in Minneapolis is at least the fifth death in the wake of the Trump administration’s aggressive U.S. immigration crackdown.

The Department of Homeland Security said the officer fired in self-defense as 37-year-old Renee Nicole Macklin Good tried to run down officers with her vehicle.

Minneapolis Mayor Jacob Frey said video of the incident showed it was reckless and unnecessary.

Last September, Immigration and Customs Enforcement fatally shot another person outside Chicago.

Two people have died after being struck by vehicles while fleeing immigration authorities. And a California farmworker fell from a greenhouse and broke his neck during an ICE raid last July.

No officers or agents have been charged in the deaths.Those killed so far are:

1. Silverio Villegas González, 38 – Line cook from Mexico; fatally shot during a traffic stop in suburban Chicago on 12 September.

Mary Radford, a 27-year-old Minneapolis resident who lived next to Renee Nicole Good, told the Minnesota Star Tribune she often saw her and her son in the neighborhood.

“It’s a beautiful family. They have a son. He’s very sweet. He loves our dog. He always has to go run up and pet and play with her. They’re always outside playing,” Radford told the outlet.

The outlet reports Good, 37, had a six-year-old son.

Radford said she had “wonderful conversations” with Good and noted she moved to the neighborhood recently.

Minneapolis Public Schools cancels class for rest of week
