Prisoner found dead at HMP Cardiff had mental health issues, coroner told

An inmate was found dead in his cell at Cardiff Prison, a pre-inquest review has been told.

On Monday a pre-inquest review was held at Pontypridd Coroners' Court into the death of Ian Weeks. The 34-year-old was found dead in his cell at HMP Cardiff on October 21, 2017.

At the pre-inquest review it was decided the scope of the full hearing would include discussing matters such as what the level of risk was to Mr Weeks was as well as what the response from staff was like at the prison.

Assistant Coroner Geraint Williams also explained the full hearing will look at whether there was any cause for concern in the lead up to the death of Mr Weeks.

Mr Weeks' sister, Sarah Weeks, told the brief hearing her brother had tried to harm himself in the past and said he had experienced mental health issues.

“He had signs of this since he was he was about five years old," she said. “Ian was very clever though there was a massive list of criminal convictions."

What is an inquest?

Ms Weeks also told the hearing her brother had transferred to Cardiff from another prison before his death. She told the court one of the offences he was alleged to have committed was "being in a public place with a knife".

Witnesses have been agreed between Mr Weeks' family, who are not legally represented, and barrister Robert Talalay, who represents the prison service for the Ministry of Justice.

It was agreed the full jury inquest, which is listed for five days, will begin on March 9, 2020.
