The International Football Association Board has stated that the Premier League is using Video Assistant Referee technology incorrectly this season.
VAR has proven to be controversial in its maiden campaign in England’s top-flight and caught the headlines for the wrong reasons once again in the final round of matches in 2019.
Goals for Wolves, Crystal Palace, Norwich City and Sheffield United were all disallowed after marginal offside calls, sparking fresh criticism heading into the New Year.
However, the IFAB general secretary Lukas Brud has suggested the error is not done to VAR but is instead due to the Premier League's application - with the IFAB set to reissue guidance on VAR’s usage in 2020.
"Clear and obvious still remains – it's an important principle. There should not be a lot of time spent to find something marginal," he told the PA news agency.
"If something is not clear on the first sight, then it's not obvious and it shouldn’t be considered.
"Looking at one camera angle is one thing but looking at 15, trying to find something that was potentially not even there, this was not the idea of the VAR principle.
"It should be clear and obvious."
The IFAB general meeting in February is likely to be dominated by talk on VAR and it’s application, which could lead to changes across the board for the European Championships next summer and the 2020/21 campaign.
