Premier League clubs are set to offer lower-league clubs extra cash in order to try to ensure there will be no situation similar to that of Bury again.
Bury, who started the season in League One, were thrown out of the Football League on Tuesday after their owner Steve Dale failed to agree a sale.
The news means there is a strong chance the club will now cease to exist, with plans in the works to begin a new fan-run phoenix club.
Bolton Wanderers also looked in danger of going the same way as Bury, but completed a takeover by Football Ventures on Wednesday.

Premier League clubs are aware of the financial problems currently plaguing the Football League, and according to the Sun Manchester United are just one of a number of wealthy sides who will look to help any smaller club that looks in danger.
A Premier League club source said: "We know we need to do something to help less well-off clubs.
“It is clear there is too much of a discrepancy between those at the top and those further down the ladder.”
Premier League clubs earn around £34million each from TV rights every season, a fee which drops massively to £675,000 for League One clubs.

Meanwhile their defender Stephen Dawson admitted in an interview with talkSPORT that he would have to sell his house now that he finds himself out of a job.
“I’ve been onto the mortgage adviser this morning because that is the end,” he said. “I’ll have to sell my house. There’s no two ways about it now, that is it for me.
“I’m struggling to come to terms with everything that is going on, to be honest.”
