Away fans could be kept away from Premier League matches for the entirety of next season as clubs tell supporters they could be welcomed back in October.
Football matches in England have been played without fans since March when the season was postponed.
But as society edges back to normality measures are being put in place to welcome fans back into stadiums.
Productive talks have been held between Premier League chiefs and the Department for Digital, Culture, Media and Sport (DCMS) on Thursday.
Arsenal are one of several clubs to have made supports aware that, in accordance with government guidelines, they could be allowed to attend games from October 3.
A statement read: "We are continuing to work hard with the Premier League and UK Government on plans to bring fans back to stadiums, initially with reduced capacities."
Test events are set to take place with Brighton's Amex Stadium down as a potential dummy venue.
Away fans are not set to be a priority however as clubs first look at how they can accommodate season ticket holders, reports the Daily Mail.

Stadiums are set to be at between 20 and 30 percent capacity but no initial measures are going to be put in place to consider away fans.
Authorities are looking to devise bespoke, one-size-fits-all plans for each club based on stadium design, transport links and local rates of infection.
The last match to be played with a stadium at full capacity was Leicester's 4-0 win over Aston Villa in March.
