Barcelona Presidential candidate Toni Freixa has claimed Neymar is not in Europe's top 30 players and he would have no interest in signing him.
The top job at the Nou Camp is vacant following Josep Maria Bartomeu's decision to resign recently.
It means elections are set to take place and Freixa has laid his cards firmly on the table regarding his opinion on Neymar.
The Brazilian left Barcelona in 2017 for a world record £198m but has consistently been linked with a move back to Spain.
The Catalans made several efforts to sign him last summer when Bartomeu was still pulling the strings.
But Freixa has no interest in following suit and has maintained that no player will ever be bigger than the club.
He has told Cadena SER : “Neymar, because of his performance, is not even among the 30 best players in Europe right now. If I were president, I would not sign him.
“The most important thing about Barcelona is Barcelona itself. We do not depend on anyone.”
Barcelona have tried in vain to fill the void left by Neymar with several big name signings failing to match expectations.
The likes of Philippe Coutinho, Ousmane Dembele and Antoine Griezmann have all disappointed during their time at the Nou Camp.

Neymar meanwhile has been prolific in France, scoring 73 times in 93 outings across his three full seasons.
PSG's failure to capture Europe's top prize has been well documented but they remain committed to their project of winning the Champions League.
And, despite the affects of the global pandemic, Parisian chief Leonardo has confirmed talks are being held with both Neymar and Kylian Mbappe about extending their stays.
He told the club website: “Remember that PSG suffered financial losses this year, we’re in a complicated moment and it’s not easy, but we’re talking directly with Mbappe and Neymar.
"There is a question of timing. The idea of an extension exists. We have arrived at the moment when we must have clearer situations.”
