Policy shift on care for disabled French people in Belgium leads to unintended results

Every year, up to 500 French people with disabilities are forced to cross into Belgium to seek the care they need. That's due to a shortage of places in French facilities and is still happening despite a pledge from President Emmanuel Macron to end the practice. Several measures have been taken, including a moratorium signed by authorities in both countries to limit the number of places allocated to disabled French adults in care facilities in Belgium. But is this policy shift in fact leaving some families in the lurch? Our correspondents report.
