Footage showing four police officers wrestling a man to the ground outside Belfast Waterfront Hall has been shared online.
The video shows the apparent arrest of two men as passersby watch on.
It is understood to have been captured on Friday afternoon.
Footage of the incident spans for over two minutes.
It shows one man being handcuffed and left sitting on the grass as a second, bare-chested man, is seen struggling with up to four officers at once.
A total of seven officers appear on-screen throughout the foray.
A PSNI spokesperson said: "Police received a report of three males acting suspiciously in the Oxford Street area of Belfast on Friday afternoon (August 23).
"Officers attended and spoke to one of the males who then began resisting police.
"A 32-year-old male was arrested on suspicion of a number of offences including using disorderly behaviour, assault on police, resisting police and possession of a class A drug.
"He remains in police custody at this time."
Footage of the incident spans for two minutes and shows the man struggling with up to four officers.
At one point during the incident he is left barechested.
